It has two meanings. A scientific one and a cultural one.
Scientific: Chemical love is a theory linked to evolution that love is just a chemical reaction meant to aid in the procreation of the human race. It is the drive that leads us to not only procreate but to remain with our partner and nurture the child together.
Cultural: An unhealthy relationship, usually based around the mutual consumption of lots of drugs such as ecstasy and cocaine. Lots of fun at the time (and great sex too!) but ultimately very damaging.

I don't know the answer exactly. I try and get a woman liquored up to do her. It usually works. I've put stuff in their drinks and they have passed out. I don't recommend this unless you know what you are doing. But, I have done love stuff to them after that.
