if they don't go to the same state, and will they be stopped when they leave the country again

It depends on what the warrant is for and what state they reenter the US in.

You run a chance upon re-entering that customs may do inspections and in rare cases, not so rare after 9-11 they do a passport check it checks against interpol which will contain info on any outstanding warrents you have, and how long, so you run the risk of being detained until the proper authorities are notified, very little odds of that happening, but coming back after running from a warrent isnt a good idea anyways, other than that live in another state and hope it dont catch up to you, which unless it's a retarded warrent (questiong for a closed case, etc.) then they will eventually find you if someone is looking for you.

When they return, immigration may check their name in the computer data base. If the agency that took out the warrant entered it in the nationwide system (NCIC) then they will see it and detain the person. Then it will be up to the originating agency whether they want to travel that far to get the person. It's a lot of "if's". The more serious the original crime, the more likely it is that they will be caught.

It depends if there an APB (All Points Bulletin) out on the person and how severe the warrant is. Mostly likely they not know, but, if you were to cause a scene and they decide to run an identity check, then they would most likely see there a warrant and would detain the person until the State in question sends someone to take custody of them.

Depending on how heavy the warrant is, they might not be allowed to enter the country of destination. That means escorted in chains back to the state with the warrant against them.

Most times, if you are stopped at Immigration or Customs at the border, they will check you. If you have criminal offenses and warrants, oftentimes you will not even be allowed into the country. I have a friend who was denied entry into Canada for just that reason.

YOU MAY NOT BE ABLE TO LEAVE THE COUNTRY. YOU HAVE TO PRESENT A PASSPORT TO ENTER ANOTHER COUNTRY THAT MIGHT TRIGGER A WARRANT CHECK AND UP THE RIVER YOU GO.
