http://www.oatmealmedia.net has programs to view without permission, record other peoples webcam, and play video through your own webcam.
http://www.fakewebcam.com can only play video through the webcam, not as many options, but it works and it's a little cheaper.

StickerCam will let you play back any AVI video file as your own webcam.. or you can select an area of the screen (the dvd playback window) and it will use that as your 'fake' webcam.. many options to choose from, when you load hit the broadcast tab, make sure you select WackyB-StickerCam as the webcam in your application (like Yahoo Messenger)
