Even though Hep B inactive is not contagious and not harmful why people are not informed about it?

May not be fully correct to say it is so dangerous and contagious.The fact that it is inactive (which is relatively new theeory ),it is not contagious and dangerous.If the right living habits are continued with no alcohol,proper diet,rest and clean liquid(no beerages) it will continue without causing any problem.The another reasoning is others can protect themselves through vacciniation then why worry and isolate the affected persons as in the other contagious diseases.is it ok?
