Definitely yes, N. Korea would destroy Seoul in a matter of hours if we did not stop them rapidly. They could also attack Japan. We would have to act rapidly to neutralize their military and the only way to do that is with tactical nukes. It may be possible to use MOABs but we know that they have enormous firepower right on the boarder.

no, but it would cause problems for North Korea that they could not imagine, at this day and age, N Korea would loose in a heartbeat if they fired any missle at any country. Lets hope that this scenario doesnt happen though

Great idea, fire nukes in the general direction of china, and russia irradiating their air and water, and possibly ours. tactical strikes aren't as great as our government make them out to be. We aren't quite as accurate as we say, and what happens if we slightly overshoot north korea and hit china. I'm sure that oops, our bad won't cut it. Massive invasion is the only way, and we don't stand too much of a chance since we are already strained in the Mid east. A draft is probably the only way it would work.

If North Korea fired conventional missiles into either country, I would say no we would not be justified in using nuclear missiles.
