The Hilton Times Square or teh Radisson on Lexington and 51st Street. Either is good if you can get a room.
Then shop in Little Itlay. Get a map of the City and plot your day accordingly. It will make you experience go smoother.

I go twice a year and have stayed in a number of hotels. The best located is the Pennsylvania, and it is very reasonably priced! Shopping wise I always check out Herald Square (34th st), you've got Macys, Old Navy, Sketchers, Gap, Victorias Secret, American Eagle Outfitters, Foot Locker St Marcs Place is good for more unusual stuff. I also like to go to Tiffanys too..!

Ok, dont stay at the hotel pennsylvania, the place is a dump, and if you really wanted cheap, you could do better with business hotels in downtown area.
Stay at the W near times square, and as far as places to shop, most tourists go to 5th avenue or SoHo areas

I stayed in the Hotel Pennysylvannia opposite Madison Square gardens. Nice cheap hotel. Make sure they put you on one of the higher floors.

WITHOUT A DOUBT . . . I recommend the Casa Blanca Hotel near Times Square. You will NOT regret it. Hurry and get your reservations NOW. They are the best . . . wonderful breakfast included every morning, and great wine and cheese in the afternoon. . . all included. VERY unique spot, and a wonderful location.
