This person has to go back to Mexico and apply for legal entry. If this person goes to the "government", they will be deported, and not allowed to enter even by a legal route.
I know you don't want to hear the "deport crap", but why did the person come here illegally in the first place if they are so concerned with following the law now?? I think it was that they didn't want to do it for fear of not being able to get in the legal way, so if that is the case, they are already here and will just stay. Yep - this person needs to go back and do it legally, and accept the results, even if they don't like them. . .

They need to return to where they came from to file the proper paperwork. Many people do this and then come back and live here illegally awaiting notice from family back home that they need to return for an interview back home or to fulfill various requirements in their nation of origin...but that is only convenient if the person is from Mexico. If the person came in a box on a boat from China, sneaking back there and then coming back and forth would be most difficult, so they should just go back and wait it out.

A person in the USA illegally will generally be deported and restricted from re-entry if s/he comes to the attention of the authorities.
There is an exception for members of Native American tribes born in Mexico or whose place of birth is undocumented: chiefly members of the Tohono O'odham and Kickapoo tribes. But their status is tenuous -- seemingly a matter of forbearance -- pending Congressional action on legislative proposals in the favor.
Others can only hope for an amnesty, which may or many not happen. Or return to Mexico and seek entry based on NAFTA (for professionals, managers and investors) or family-based immigration (for most others). Or seek employment with the Mexican diplomatic service and an appointment at one of their US missions.

You have to go back and apply and wait for permission.
The only other way is to get married to a US Citizen and deal with it that way, but thats not the best way to do it, they will watch you. But you should only marry if you love that person.
Better to go back to mexico, get married their and then apply for permission to get in the USA. That is the quickest.
But really, anyone illegal should not have any way to come into the country, but since we have so many illegals and they worship false Gods, maybe illegal mexicans are better than illegal or legal others who worship false Gods.

They would have to apply for a visa from Mexico. Then risk the run back and forth when they have appointments at the embassy in Mexico city.

You have to get legal resident status first then go for citizenship. you may also want to have an immigration attorney represent you. It can't do you any harm when you have to go and see the immigration people.

the options are few, to get a green card refer to the USCIS site for answers. It's either through marriage, investment purposes if you have money to invest in the US a think it's a million dollars now, they hold a special professional posistion that the US can use such as doctors, nurses, scientists, surgeons. And thats about it really.
