It's certainly not the best, but because it the most widely used it will be the most compatible.

Sites will often have to be modified so that they work with all the other browsers, so by picking MS you cover the most ground.

Microsoft web design software is far from being the best to use in any situation. Microsoft are the king of wizards, using a wizard or a template may get you a website quickly but the end result isn't very good and requires more work to sort it out. Then there's the issue of price, there's a multitude of free and open source applications available to create quality websites.

Microsoft may be an enormous company but that doesn't mean their products are the best. The majority of people use Microsoft products due to clever marketting and product placement not quality.

Just my thoughts ...

For a novice, or someone wanting results quickly, microsoft frontpage offers a user friendly, intuitive and (for those already using office products) familiar user interface. It's wysiwyg, another point overlooked in the early days by other companies. It also allows you to take advantage of server components, not available to other programs - though your hosting company must provide support for these. Most do nowadays.

We used this approach in our company then, as we got more experienced we started to edit the HTML direct, after Frontpage had created it, in order to extend its functionality, and do finer tweaks.

You can also trick Frontpage into creating java script for you which is not browser dependent and you can again customise directly in code.

We then started to use a few Macromedia flash components, ideal for the odd effect with our level of expertise in those days.

We then moved to Microsoft Visual Interdev, ASP and databases for professional reporting within our company. I particularly liked the CSS editor - but thats another story!

If a graphical frontend was important we may have gone another way.

Hope this helps.

I wouldn't consider microsoft the best for creating websites, but it is rather easy to use, and caters to various people. Macromedia Dreamweaver is a good program to use to create websites, it allows you to create the site using the HTML code.

It is the best for novices, not professionals. Dreamweaver is among the best softwares out there for web design. Everybody knows that windows is not the best operating system in the market, it is just familiar and well marketed. Don't go with the crowd. Do your own research. Website creations? Use Dreamweaver. You will see the difference.

Well, MS has cashed in on what other companies overlooked... the user interface. MS has streamlined the web designing functionalities and all the things that you need to create an interactive is present with just a single click.

Compared to Dreamweaver, FrontPage is definitely more user friendly. Not only can beginners use it, experts can do their thing too.

If it ain't windows prepare to get a head ache....
