The smallest 'man unit' I've ever seen was on my infant nephew. I mean, really now. :P
As far as adult males go, I've had a few lovers that were about four inches. One of them (my ex-husband) really knew how to maximize minimum material, if you know what I mean. The others were egotistical stereotypes.

I have to say, this is the absolute best question I've seen! I think the smallest I've seen was about 5 inches, which isn't all that bad, but his girth was about the size of a sharpie marker. Poor guy!

3-4inches which is a big shock when I've always been soooo lucky before!!! It's Hard going from 9 in to 4 in!!!!!!!!
