It has to do with a Commandment of God for them not to mar the corners of their beard or hair (Leviticus 19:27). The shaping of the beard or or hair was a practice of the people of Canaan to show dedication to idol gods. Israel was not to imitate the customs of the idolaters. That is why the Hasidim (holy ones) wear the ringlets, they are the "corners of the head", as for the hats, it is the same as the yarmulke. A man is created in God's image, so to stand before God without your head covered is like "comparing yourself to Him", & covering your head shows humility toward the Creator.

At the time of the Old Testament, Egyptian priests shaved their heads. The ringlets have developed as a way of showing that they follow the 'One True God' and are not to be confused with the followers of other gods.

Leviticus 19:27 says: "Do not cut the hair at the sides of your head or clip off the edges of your beard."
Covering the head is mandatory for Jews when at prayer and those who keep their heads covered are doing so as an act of witness that they are in a state of prayer, as God is present in all aspects of their lives.
