If they say "on them" then yes they are responsible for the drink either way they want to take care of it. Alot of times, depending on the bar's policy, they may do this to apoligize bad service of some kind to resolve a problem. Some bars may give their barkeeps a certain number of drinks per shift to do so. Also. depending on the state laws it could be a viloation to give free drinks. I know in my state you cannot give alcohol as prizes for contest or drawings. If they say on the house, really bartenders don't have that authority unless they own the bar or atleast manage it. "On the house" would be a drink that will be written off somehow. In any case each drink should be accountable.
There are many ways to manipulate your liquor count b/c it is more guess work and not an exact science. If you give a free shot or double to one you may be a little skimpy on the next few drinks to balance it out, especially on frozen drinks. Wine and beer are alot harder to do this way b/c beer is exact units and wine is not mixed.
It is very marketable to sacrifice $5 - $10 dollars to get that customer to come back and spend $50 - $100. It works well and regulars keep you in business.

I am a bartender and the owner of my bar tells me to comp drinks and then just put them on a comp tab. This is mainly for repeat customers and people that are there for a while. This makes the customer happy and keeps the employee happy at the same time.

I used to work in a bar as a supervisor and yes the money for on the house dirnks gets put in by the tender unless told otherwise!
Although some people use the ullage book to record a loss of sale i.e wrong drink or split it on the floor e.t.c not that i have ever done that back in the day of course!!!!

Like most of the responses, it really depends on the bar/ management.
At one bar I used to work at, no drinks we ever "on us"
at another, "on us" was just free, but only done after every 4th drink.
At another, it was deducted out of take home pay (although usually the increased tip more than made up for it)

yes bartenders have to pay, usually it comes out of their check, it is a figure of speech also for customers to buy more drinks

Depends on the management. I'd comp drinks, and write it off and absorb the cost. Usually it meant more sales and tips, and repeat customers.
