At my school (College) meals are $4.15, in high school to get the bare meal it was just under $2. The problems are the kids buying sodas instead of milk, chips, cookies when the cafeteria offers peas and corn and applesauce. It's not expensive at all if you buy what the cafeteria provides, but outside products make them very expensive.

No. School lunch costs about $2 if you aren't buying soda, ice cream, and chips. And there is always the option to bring your lunch.
