Obviously, a program or Windows can't access a certain file. What's the exact error message that you get? When does this message come up? What brought about the error? What program were you trying to uninstall?
If you were trying to uninstall a program and the uninstaller failed, the usual course is to re-install the program and then uninstall it again.
It's easier to do this than manually searching for files and registry entries and deleting them.

The only way is: find the file; repair it or replace it with a right one; just repair manually the file Windows reported.
Notice: if it is an installation file and it told you this, maybe you haven't the rights to install this software on this computer.

Your system is getting hot because CPU is not being cooled. Install a in-built coolant fan. Alternatively, whenever tis message appears, open the cabinet and apply some ice to processor.
You can also try loading Windows Sista, new OS by microsoft

it means you(or someone) probably deleted a file, that was needed during a proper uninstallation of a program.
Might be the only way to correct it is to reinstall the program

Hi, I agree with the person who said get your cooling fan sorted but I would not recommend an ice cube because if you touch the wrong bits it could be you that goes up in smoke, a small fan that connects directly to existing wiring easily can be got at most PC shops ( I think they are called case fans ) and if that is not possible one of them silly hand held ones every body has in summer.
