Eg if I have permanent right to reside in the UK, a NIN, pay taxes, etc, but am not a citizen would I be considered a UK National?

No, you must go through a process known as naturalisation to become a full citizen. There are a few criteria that you must fulfil before you can be considered. Not least is the 5 years of residence test. There is also a test which atempts to adjudicate the knowledge that you have obtianed about the culture. Alternatively you can bypass this process by geting married to a British citizen.

Definition of UK National:
a. British Citizens:
b. Persons who are British subjects by virtue of Part IV of the British Nationality Act 1981, who have the right of abode in the United Kingdom and are therefore exempt from UK immigration control;
c. British Dependent Territories citizens who acquire their citizenship from a connection with Gibraltar.
Commonwealth citizens with the right of abode in the UK are not "UK nationals" for EU (or any other) purposes.
Channel Islanders or Manx citizens do not benefit from Community provisions relating to the free movement of persons and services unless they, or a parent, or a grandparent were born, adopted, naturalised or registered in the United Kingdom or they have been ordinarily resident in the United Kingdom for five years.

A UK national is a person born in either England,Scotland, Wales or Northern Ireland.
If you were not born in any of these then you can apply to become a UK national by applying for UK citizenship.
You will then need to undergo special training and eventually swear allegiance to the Queen and this country.
I think a solicitor would best help you in this.

A UK National is the same as a citizen. I have lived here for nine years and can vote (as a Commonwealth citizen) but am not a National.

I would say that a UK National is a perso born in the UK, or a person that has at least one parent from the UK.

No, you can reside in the U.K have all the documentation and still NOT be a national. You are "habitually resident" a different matter all together.

There are no citizens in the UK, just subjects, as we are not a republic, not yet lads, not yet, and as subjects of the Queen, count me out of that boyo, you are subjects.
