a program that I have taped has a volume that is decidely lower than if I had watched the program on my TV

You cant change the volume on your VCR. It has no function. Sorry

Previous answers are correct.... most VCRs have no independant volume function. You can, however, easily connect the "audio out" plugs from your VCR to a pair of inexpensive self powered desktop speakers & often get louder sound than most TVs offer.

I've had a $30 set of speakers hooked up directly to my VCR for years.
