Both. When I make spaghetti, I cut it in half first, so it is shorter. Then I can easily twirl around with a fork. Cutting after it is cooked leaves different size strands, and harder for me to eat neatly.

Im a winder. Cut spaghetti is too hard to keep on the fork. I also use other types of noodles you can just stab like penne and bowtie.

You should use a spoon and a fork to twirl it..use the spoon as a base to hold the pasta as you are twirling it around the fork, that's the REAL Italian way to eat it!

I do both when I make it at home. I break my spaghetti in half before boiling, then I twirl it to eat it.

Although when dining out, it's harder to twirl because some pasta comes in 20" lengths! But I can't remember ever trying to deliberately cut it first.
