Try the Youth Hostel Association (YHA) / Hotelling Internatoinal hostels. The major HI hostels around the world can be booked using http://www.hihostels.com/ and are good, clean, reliable and safe. The YHA in the UK has its own website http://www.yha.org.uk/ and maybe worth speaking them about membership if you are going to stay in YHA youth hostels frequently.
Alternatively, you could stay in an independant youth hostels which require no membership and can be cehaper than the YHA hostels. The major independant hostels can be booked on http://www.hostels.com/en/index.html but they can be hit and miss - I have stayed in some which are a lot better than YHA hostls but I've also stayed in one that are a lot worse.
