properly Goofy is fairly goofy and doesn't comprehend he's a dogs. Pluto, on the hand thinks he's an popular dogs. and somewhat those mutts are both in basic terms large cartoons. To undesirable they do no longer cause them to like that anymore.

It's called evolution. Goofy has evolved while Pluto hasn't.

I don't want to get too personal, but possibly because Goofy is a horny dog and male and Pluto horny and female. They are demonstrating their expectations.

This may be because the cartoonists that created them had different ideas of the abilities of dogs or maybe they were trained by different owners and Pluto's wasn't as persistent.

Maybe because he's a pet in the cartoons and the others aren't? Mickey and Minnie go round on two legs too and they're mice, never really thought of it before!

Goofy is more human-like. if you notice, Goofy also talks, while Pluto cannot.

Because Pluto has something that doctors would diagnose later as being mildly retarded. That is why no one complains that he does not wear clothes either.
