Are there any racial attacks/violence against the foreigners living in Latvia?

Latvia just like any other country has discrimination problems because it is a global ethnic irregularity.

I visited Latvia few times and never felt any racism there. Lived there as well'
But I have never seen any race there besides white.
In general Latvians are on a colder side and mind their own business. I prefer the young generation. The older people tend to be more racist. I think every European country somehow thinks that they are the best and Latvia is not an exception.
But I also know that every year in the summer they have a Nazi march (!!!!!!!!!) in downtown area. Some are dressed in a German II World war uniforms and some veterans come out . It is a crazy site!
Mostly people are busy trying to make ends meet. Life is not easy there and people do not make enough money.
I would be more scared of getting mugged or get into trouble with drunk crowds, and there is lots of drinking there.
Also they are not very open to homosexuality and treat it as a sin.
I would not worry about racial attacks in Latvia.

Unfortunately it doesn't matter where you live, you are going to be faced with racism from somebody one way or another.
