I looked at a lot of them this weekend and the washers have an energy guide but not the clothes dryers. I need one that is energy efficient,

According to the Energy Star website, "ENERGY STAR does not label clothes dryers because most dryers use similar amounts of energy."

... So the answer to your question is "no."

Absolutely, but the people that determine what qualifies are currently changing the criteria. Things are getting tougher. Google search "energy star" with the quotes. Gas appliances can save energy cost depending on where you live, but gas dryers are less common.

I Think You will find that By Law All Electrical Kitchen Equipment has to be Energy Star Efficient!
