Anytime of year.
Please make sure your ready for the pup ex: time for the dog, money for food, shots, toys and patience.
Winter can be a super time to get one dispite what others may say. Lots of time can be devoted to training indoors, due to cold weather. Training outside, you pup has many distractions going around, ex: other animals/pets/people
When training you want your pup to focus on you.
Potty training can be easy too. The pup will learn what "potty" means. With colder temps, he's more apt to just go to the bathroom, then in the summer, when he can sniff grasses and possibly other animals smells that have come in the yard.
It's also good because, he'll learn that if you let him out to potty that's his job to do.
if you go for a short walk in the winter, they know "It's a walk, not going to the bathroom"
Ex: I command my dog to potty and he does.
But let me say the word "walk" & he jumps for joy. My dog is not allowed to deficate while we go for walks. - that's what potty time is for.
This makes a walk very special for him, yes I do let him pee.
Any season is good if it's good for you.

Spring is the best time to get a puppy. They require a lot of time and frequent trips outside for housebreaking. You don't want to be running outside all the time when its freezing out. Your pup won't enjoy it as much either. This way you'll have nice weather all Summer and give you time to house train.
Also being able to have your windows open is better for respiratory development.
Furthermore, socialization is going to be important early on. You're more likely to run into other people with dogs, at a dog park or anywhere, when the weather is pleasant.

The best time is when you have time. Make sense but its better if you know when your ready and if you are ready take the responsibility of taking care of a puppy. it takes alot of time, work, money, and your whole ability to care for it. However, i believe the best time would be during the summer time.

In the summer - you don't have to worry about getting cold going outside every hour, you don't have to worry about mud getting tracked in the house, if you have a leash or fenced in back yard you don't have to worry about leaving the pup outside for a bit, if you have kids, they'll be home to help, and you'll enjoy being outside with your puppy to train it in any which way you please. Good luck and have fun!

the beginning of summer is the best time because you have the time to train your puppy to behave inside and outside. you will also be able to teach him to play with a ball .

Springtime so that you can train him in comfort and let him experience the outdoors before sentencing both him and you to the winter doldrums
