The saying lame duck refers to someone who is a sandwich short of a picnic, a tile loose, not really the full dollar.
"I am" is from the bible when Christ was asked by Pilate "who do you say you are?" Christ replied "I am that I am."

I imagine you are talking about the Presidency. A President
is only aloowed to serve two terms. He cannot get elected
again after two 4 year terms. Therefore, that is considered a
"lame duck".
