There is a siliconE glue that should glue the siliconE cord, depending on its size & operational loading that is available from HobbyLink.com.
Its a devcon devs-250 and costs $3.
If your "o" ring has to endure high temperatures & pressures then you can go to most autozone/carquest/pepboys and get a gasket-in-a-tube basically a glue that sets to become a gasket.
Why not buy a new o-ring? Most of them cost pennies. I have bought with good results from state-seal.

A suitable grease to be applied to the assembly surfaces and O rings. Elastomer materials are made smoother if they are heated in oil or hot water to approx. 80 °C. This makes it easier to stretch the O ring for assembly. Any assembly tools used, such as expansion mandrels or sleeves, should be made of a soft material and not have any sharp edges. The cord or joined O ring should not be rolled over assembly surfaces. Ensure it is not twisted as it slots into the groove.
