Can apply for an L1B to the US embassy in London as a UK 'visitor' (extension).im currently on a workpermit.

my UK workpermit runs out in November afterwhich i plan to apply for a 6-month extension to my leave to remain (as a Visitor). I am waiting for company transfer papers to come through from the US which will enable me to apply for the L1B visa. My question is: can I apply at the US embassy in the UK, on a UK Visitor's visa.
