Depends on the fabric of the skirt, the color, etc. About the only two things that will get dried paint off are turpentine and acetone. Turpentine probably less harsh, but either run the risk of also bleeing out the dye.

Sanding it and picking the dried paint out is a good tip, but will fray the fabric as well. Maybe try a little of both? Use a razor to get the top layer off then use turp? Skirt is alredy ruined, so what do you have to lose?

Emulsion is usually Water Base, have a look on the Tin to see if it says it contains Acrylic, if it does I think you should have soaked it in Cold Water.
If you washed it in the Washing Machine then I think if the Water was to Hot it would have set it because Acrylic is a sort of Plastic.
You may still be able to get it off if you put it in Cold water ,then try and scrap it off with a Knife.
Hope this works.

Failing all these, Telephone the Company who Made the Emulsion to see if they can suggest anything to help you.

If its emulsion, turps wont shift it, depending on material, you could either pick it off, or get some fine sandpaper and sand it off,(works great for dried paint on carpet), failing that, but some Brush cleaner from any DIY store, its blue, and near the white spirit, its excellent for getting off dried paint, or you could try those new paint wipes that are out now.

I don't think it is emulsion because if it was it would wash off, even if it was dried.Bring it to the dry cleaners see what they can do.
