It's nice of you to worry about your cousin, but all in good time.
Babies develop at different rates.
Sometimes babies don't need to walk, they're always picked up and carried. Particularly the first born.
You could be the one to encourage him to do it first.

If the child can truly not sit on his own at one year of age, there is definitely something wrong with his development. My suggestion would be to start with Early Intervention. They will come to the home and evaluate his development. Based on that evaluation, he'll begin therapy. Most likely Physical Therapy since his gross motor skills sound pretty delayed. You need to tell his parents to take him to the Pediatrician (and quite honestly, they should find a new one. How on Earth could the doctor not realize the child doesn't sit up without support at one year of age?) They should strongly consider a Developmental Pediatrician and possibly a Pediatric Neurologist. His delay could be a sign of a Neurological condition; such as Cerebral Palsy. How are his other milestones? Is he saying words? Does he clap? Does he use both sides of his body equally? When he crawls, is he dragging one or both of his legs? These are all things that will be asked during the evaluations.
I hope some answers are found for your cousin. GOOD LUCK.

Theres most likely nothing wrong babies all develop at different speeds my first would only crawl for a whole year wouldn't even stand up but my second crawled for 2 weeks then started walking. All kids are different if the mother is worried then she should talk to her health visitor or g.p

Just wait and he probably will in his due time. If he does not soon, like over a year old, I would take him in and get him checked. Have you had the doctor examine him, it wouldn't hurt. I personally think he should be doing these things by now. Let your doctor advise you. He might have some sort of neurological problem.

Probably nothing but get his ears checked. They control much of our sense of balance. If they're holding fluid or have some trouble they may hurt when he's up verticle.
