The indications coming out of the government are that they will not, and there will be more restrictions on all the 2007 accession countries than on the last round.
On the one hand, people were certainly alarmed by the larger-than-expected influx of Poles - but on the other hand many people have had positive dealings with them, and if you're going to admit a country to your economic union it seems odd to deny them rights that all of the other members of that union enjoy.
Basically, they're going to give in to the Little Englanders, Daily Mail readers and racists (see below passim for examples)

They will be allowed to visit for a maximum of three months only and they will not be able to work. It's yet to be decided but it's envisaged that they will not be able to seek work for 6 or 7 years after they join the EU. This is in the interests of everybody. A sudden influx would overwhelm the social infrastructure of the UK and the economy of Roumania could possibly collapse if there was a sudden rush by a great number of their ablest workers leaving the country.

My concern is that if there is a waiting period who is going to fund these people..........oh yes the tax payers.....
And if they are already here and working it won't take them long to find that they can work 'on the side' and still get all their benefits and free housing etc.

Not sure but my dealings with the Polish are of an honest hardworking people who help benefit our economy. I just wish we'd welcome these people better. After all man introduced borders.
