Go to this website, read the FAQs and then follow the link to the US Dept of State website. they are both US Government websites.
Any site which charges you money is scamming you. The only fees you will have are the regular visa fees which all immigrants have to pay and you will pay those direct to the US Government.
Good luck. but remember it isn't easy. As someone else said, there is a quota for each country, inversely proportional to the number of people who come from that country on other visas over, I think, the last five years. For instance, the UK gets no slots in the lottery because they have so many coming in on work, education or fiance visas.

No such thing as a lottery for getting a vsa. There is a quota system of some kind which places a limit on how many people can come into the country each year, but it's based on getting sponsors or having a job waiting for you when you arrive.
