I think it's specious and superficial.
You don't become just by doing just acts any more than you become a frog by leaping about and eating flies. If you are not a just person in the first place, the closest you can come to doing just acts is not participating in unjust actions.
The premise is that you become something by behaving as if you were already that. I'm rather sure that becoming a brain surgeon doesn't work like that, nor can you become a farmer by buying a pair of overalls and hanging out at the feed store.
I don't know who said it, but they were most likely hoping to inspire people to behave better than their individual base natures would otherwise require. I doubt that the speaker actually believed what they said.

I would agree with that; however, I would add that one must often learn by an example first, then emulate that behaviour in order to learn what it is to be Just, Temperate, and Brave in our own right.
