Just call 911. Your life is not worth the property. Be a good witness. Carry a note pad and a small tape recorder so you remember all the details of the crime and description of the suspect. Make sure you cell phone is always charged. Give a good description of yourself to the 911 operator so you are not confused with the suspect. Before you start your shift note the address you are assigned to. I know it's hard to sit back and observe. Just remember there is one of you, you are the link to solving the crime. If something happens to you the criminal gets away.

I personally am a supervisor with a security company and the best thing to remember is you have the same rights of a civilian but with more restrictions. You are not a police officer so call the police. Why? because even though the criminal may be wrong he could still sue you and your company for assault if you touch him.

First off, usually police officers are not "paranoid", just mindful of their surroundings. Or "tactically aware." Second, it sounds like he has other issues that the paranoia feeds into. Not all officers are like this. My buddy was shot at while he was mowing his lawn at his house. He used to work narco and gang. He had to move his family to a different city and now he carries whenever he gardens, works on his car, runs around the neighborhood and while he watches his kids play. So I think the "paranoia" is legitimate, therefor not being paranoia.

Whether you try and stop an intruder is a judgment call you have to make after assessing the situation. Is this guy armed? Is he on drugs? Discretion is the better part of valor.

Depends on what your laws of the State, and duties entail.
If you are allowed to carry restraint devices, then chances are good you can force contact, and restraint procedures.
Being you are new, and need to ask this question, then you are either not being trained correctly( your supervisor should know the answer), or you should leave the initial contact to trained professionals.

You can detain hold him for the police. Be careful though and don't try to do it alone if possible as some people might be armed and dangerous. Call 911 or have another employee call before trying to apprehend.

I think safety comes first. You should always call for back up, if you can. It's always a good idea to call up higher rank personal to assist you if you can. While situation is under control and you really believe you have to escalate it to police, you can call them. Observing higher rank officials on duty will give you some idea as to what steps you should take.
Also, consult your colleagues and office about their perception.

Whatever your companies policy is, do that.
When I was a mall ninja many, many years ago. The best thing to do is just talk to them with the upmost respect you can muster, but that's just mainly skateboarders ect.
As far as real crime call the PD

That depends on the company you work for and the state you live in. Ask that question of your trainer and do what he advises. If you don't, and you get hurt, the company can deny responsibility.
