Yes you can eat them uncooked. Instant noodles are dried PRECOOKED noodles fused with oil, usually eaten after being soaked in boiling water for 3 to 5 minutes.
What are Ramen Noodles?
There are many types of ramen designed for fast, convenient preparation. All contain the same basic ingredients: flour, water, salt, dough conditioner, and seasonings/spices.
Snack Mix a la Ramen
Serves 5.
4 tablespoons (1/2 stick) unsalted butter
1 1/4 teaspoons seasoned salt or garlic salt
4 1/2 teaspoons Worcestershire sauce
2 packages ramen, uncooked crushed (no seasoning packet)
1 cup peanuts
1 cup small or bite-sized pretzels
1 cup unseasoned croutons
Melt butter. In a bowl, combine salt, Worcestershire sauce and melted butter. Mix well. Pour sauce, uncooked ramen, peanuts, pretzels and croutons into plastic bag and close securely. Shake bag until all pieces are coated. Pour contents of bag evenly into an open roasting pan. Bake at 250 degrees for 1 hour, stirring every 15 minutes. Spread mix on paper towels to cool for 30 minutes. Immediately store in an airtight container or sandwich bags.

Yes. Noodles are made out of eggs, flour, and water. You're safe. As long as Ramen doesn't put anything weird in there.

VERY CRUNCHY!!! No health risk with eating dried pasta other than maybe bleeding gums after dinner. I myself like to cook the noodles, hold to the side, sautee chicken, red onion and carrot, add the noodles and part of the seasoning packet to make white trash lo-mein. Really good after a night at the bar.

Yes, kids do all the time. They squish the package to break up the noodles, pour over the seasoning, mix and eat. Not my cup of tea, though....

I do not see any reason why you couldn't eat them uncooked. Would be a little too crunchy for me though.
