Not all of them do, or else there'd be an accident everytime someone got on the road.
I grew up in Jersey so I know how bad it gets there. Jersey is one of the only states with jughandle U-turns, which I think makes everyone there a little crazy because it's so counter intuitive.

I have found the culture there, and in the northeast in general, to be one where people put themselves before others, therefore making themselves the center of the universe. Well, when EVERYBODY is the center of the universe, a lot of chaos unsues.
It's just the result of a selfish culture fed by affluence.
