Sometimes my puppy will just go out into the rain and stand there, then again sometimes she refuses to go out and whines afterwards. She whines because she has to go to the bathroom, any ideas how i can get her to just run out in the rain, do the deed and run back?

Pick her up and carry her out. Tough love.

When it's time for the pup to go out, let it out. Then say "hurry up" or something like that, and when it's done, give it a treat. Be consistent. You don't need to do this forever, but it will teach the pup to go when you ask, whatever the weather. Then if you travel, you can ask and the pup will do what it needs to do.

Of course, my Jack Russell knows exactly what I mean and complies most of the time, but sometimes, he fakes: he lifts his leg and runs right back inside before you can do a thing!

Just taper off with treats and use praise once the behavior is set.

When it's raining outside, and she needs to use the bathroom, then get a big umbrella so it covers the both of you.

Dogs always do that. They don't seem to mind getting dirty or eating garbage, but they hate going outside in the rain. It is very humerous to me. Just put your raincoat on, and take her and once she learns she can't come back in until she does her business.

She is just scared. I dont know if you want to do this, but carry her out there and stay there till she is done, if you run inside, she will sense a "fear" of rain. Once she stops being scared she should be okay.

It's pretty hard sometimes, my dog for instance does the same, he doesn't like getting wet. Pick him up and take him into some kind of covered area or take an umbrella. If you force him he will be even more afraid.

I have a lab that does that. As cruel as it sounds, I simply go out with him and I refuse to let him in until he goes.
It's been a few months since I started to do that, and now he tends to just run out, do his thing, and then run back in.

Well, would you like to go use the restroom in the rain? Get out your umbrella, hold it over both you and your dog and go out with him.
