You can't move on because your reason is not on the right track!
You need to wake up! Understand the truth. There was nothing! NOTHING! The fact that you were open for a serious relationship and love is a key indicator of you good soul. The fact that he was not interested in you (and, obviously interested in other girls) - is a key indicator of his immaturity. He is BLIND - move on!
You deserve better. Once you understand that you will begin the healing process. You will still feel the pain. And, from there on - it's just a matter of time. Time will close your wounds. Don't worry about the scars. Be proud of them. You are now a war veteran. You have lost one battle. The war is not over. You are not the only one.
Learn from your mistakes - win the battle for love!

Yes, it is cheating. Cheating hurts not because he/she had their lips or otherwise on another person, it is the emotional betrayal. You deserve way better, I ususally find doing something to help others helps me realize what is really important and gives me renewed hope of genuine kind people out there, maybe try volunteering for a deserving organization, or random acts of kindness.

Phone sex, as in describing sexual actions to each other over the phone, is definitely cheating.
Chatting on the phone with an acquiantance, is not.

I dun think that is consider cheating. It's only a chat, somethings guy find it easier to talk to other gals instead of their gfs. Fear not, it's really nothing. i had experienced that before, and i believe is only platonic.
