No company can legal form a contract with a minor. You must be a minimum of 21. But most company start at 25 years old with excellent credit. As the credit rating goes down the age goes up.
Sometimes they will consider if the person is married and living on their own.

There are none. Most car rental companies require you to be at least 21. Some even require you to be 25 before they'll rent a car to you.
