They both hurt(they are piercings, I won't lie, they hurt) Alright, I'm sure you know the drill everyone feels them differently, but I wold say the tongue is the most painful....I will explain:
Eyebrows are risky... They are surface piercings, (they are, they're just through skin and behind hair. Skin that does not hold it back)
When people would argue with me about it, I used to say that hair does not hold it in, it is not strong or a firm 'boundary" like a lot of tissue can be with other piercing, "hair does not make it NOT a surface piercing"....I was corrected once I saw this...The only time I saw hair actually keeping a piercing in was this time:

It can be very hard to take care of, and to make them stay... The average is about 3-4 years. I know people have had them for less or more, I said the average, though.
The tongue also has a lot of nerves in it, and swells up HORRIBLY, usually. It is hard/painful to talk, chew, eat, swallow, and drink. It becomes very sore and disabeling to many when they get it... Oral piercings are very, very demanding.. everytime you eat, or drink, or enter anything foreign into your mouth, you must wash it with alcohol free mouth wash...
Make sure you follow all of the aftercare. or you WILL regret it..
My advice: Check out the link I posted below, and then research them both a little bit. Check out the pictures and experiences other people wrote up, and then check out the "risks" link on the right side of the page.
More Advice: Talk to your piercer about it. Ask them for any information they want, they should tell you. Ask about risks, aftercare, etc.....Just make sure they are clean and reputable!

i've got not had any piercings, yet from adventure, i can declare that the eyebrow hurts worse than the nostril. each and every time somebody is out of line, purely attain up and grab the jewelry wonderful from the eyebrow and that they're going to obey any command given to them. evaluate that as quickly as you place rings on your face, you're doing some thing that facilitates somebody else to have very almost absolute actual ability over you.

The eyebrow hurts a lot less than the tongue.At least that's what people i have pierced told me.
I myself have never pierced my tongue.But my eyebrow has been pierced 4 times and it's not painful at all.

My sister says the Eyebrow hurts worse. Everyone i know says the tongue don't hurt bad at all.

the tongue hurt a little I have 2 in my tongue they will do it so fast that you wouldn't think he/she was done. Some goes for the eyebrow I also have that done 2 it didn't hurt at all.But be on the safe side PLEASE be careful and make sure everything he/she use is not open and clean for that matter so that means to keep your eyes open when you sit in that chair. Please keep your pierceing clean.

when I got my tongue pierced I didn't feel a thing. I don't know about the eyebrow but getting your bellybutton done hurts like hell!

I would say the eyebrow but the piercing itself doesnt really hurt that bad, its the clamp that holds the skin that is uncomfortable
