If you two have never spoken on the phone, she more than likely is waiting for you to make the first move.
If you've talked a few times and you were the one to do the calling, next time nonchalantly mention that you'd love it if she gave you a call sometime, tell her she can call anytime she wants. If she still doesn't call, there might be more to the situation, and I'd be careful before getting in much deeper, OR she just isn't into you and you bore the HELL out of her.

I used to have (since Im married now) the 2 Times Rule. Yes do make the first call....wait a few days....call again...then wait a day or so. If there is no response then move on. My favorite 4 letter word when I was dating was.......NEXT!

In this day and age, if some girl doesn't callyou it is because she is not interested unless she tells you that she doesn't call guy and she wants you to call her otherwise ... she isn't interested...
Best thing is ask her why she isn't calling you back (I am supposing that you call her and she tells you she will call you back and she never does) it that is the case take your interest somewhere else.

I'm not a guy but knowing girls they want you to call her because they usually like for the boy to do the calling and stuff, my friend Lindsay says she wants the boy to do it because she likes 'old fashioned' ways when the boy makes the first moves, and calls, and chooses when to kiss. But I think the girl does not call because she never given it a thought to call you, or maybe she wants tos ee if you'll call her.Or she doesn't want to seem too clingy

Depends..if "never calls you" means a day or two..then yeah id say give her a call.. If "never calls" means you gave her your number and 3 weeks later she has never called... then she might not be interested. but either way its probably ok to call and find out

depends on how much you are interested in her. If you really like her give her a call. If your not interested in her, move on and call someone else. Either way you will find out if she's interested or not.

it is not that she never likes you or is she waiting for your call. she might be in the process of knowing you and trying to understand you before taking a step to reach to you.
