It is a state issue. It may even be a local issue. Here in NC the state reserves the right to issue privilege licenses for certain professions and lets localities issue for the rest if they choose (which almost all of them do!)

I wonder if you are talking about selling goods on consignment, which is a very popular way, for instance of selling childrens cloithes and toys. The question you really want to ask is "Am I in business?" If you are merely selling surplus possessions on a one-off or very irregular basis then you MOST LIKELY will not need a license. If you are buying to re-sell via the boutique (it is rare but does happen) you will need a license because you are in business to make a profit. I doubt you would be doing that as a hobby!

If you are in business, you need to be keeping records of income and expenditure for income tax purposes. An accountant is a good idea. A local, well-regarded sole practitioner would be ideal and affordable.
