I have a Cairn Terrier * like todo on the Wizard of oz* However, he will pee and poop in the house right after i take him outside. I have stood outside and made him do his business and then brought him inside. This only leads to him doing more on the floor I have cleaned the tile flooring that he is on so there is no scent of any type and still he goes on the floor.. any suggestions??

Two words: CRATE TRAINING...My dog used to do the same thing. I started putting him in his crate if he didn't potty outside and I would take him out every hour until he did, only then would he be allowed to stay out of his crate. When he pottied on the floor I would tell him "NO! BAD DOG" and take him outside and say "Potty outside, good dog!" and then if he pottied while outside, praised him and let him back in without having to go to his crate. If he didn't potty outside, then I followed the previous instructions and he would go in his crate. Then I would try to take him out an hour later. I am assuming this is a puppy, they need to go out every hour, sometimes every half hour. You need to keep an eye on him and make sure you are responding to his signals. If he starts sniffing around for a place to go in the house, go to the door and say "Need to go potty outside?" If he comes, take him out. If he doesn't, go to him and pick him up, take him to the door and repeat "Need to go potty outside?" and take him out. Remember to praise him EVERY SINGLE TIME he potties outside even if he was just in trouble for going inside. This will help him understand he is pleasing you which is what dogs instinctively want to do.

I have a maltese and he would mess and pee on my floors at my old house that we rented.I could not break him of it no matter how I tried.Moved to another state and my dog has never pee or pooped in this house yet.Been here 2 months now.I think my old house(40 years old)had sents of other animals that my dog smelled no matter how clean the house was although I never smelled nothing. My new house(6 years old) has never had a animal in it according to the original owners of the house.I did tell my dog that when we move to the new house and if he pees or messes one time in the new house I will get rid of him,but I dont think he stopped cause he understood me.lol

You can try taking him about before and after you feed him and try catching him when he's about to and scoop him up and take him right outside. You could even try a little old fashioned trick of when you pick his poo up put some outside where you take him to go potty and next time you take him out take him to that spot and make him smell it. Eventually he will get the hang of it. They are usually fairly smart pups. Best of luck to you and your pooch! Hope all goes well!

I agree with the crate training. to me it is the only method to use. i also use the rule of unless i am holding them and can keep my eye on the puppy at all times, it does not get on the carpet.
