Amber alerts only apply to children, and only under certain conditions:
1. Must be a child.
2. Must have evidence of some type of abduction.
3. Must have evidence that child is in physical danger.
Amber alerts are not issued for every missing child. Amber alerts only apply when a child is abducted and believed to be in some type of physical danger.
For instance, if a child did not get off the school bus and come home (just missing), that is not enough to issue an Amber alert. If a non-custodial parent does not bring a child back from visitation on time and leaves the state (just abducted), that is not enought to issue an Amber alert. If a non-custodial parent shoots the custodial parent and leaves the city/state with the child (abducted with danger), then an Amber alert can be issued.
There are other situations where an Amber alert can be issued, but these are some simple examples. This is not intended as a total explanation of the Amber Alert System. The system is very in depth and has lots of different rules for this situation and that, but this is the simple version that covers the basics.

YES it does only refer to Children. IT was named after a girl named amber that was kidnapped. They put it in place to get an Early jump on the predators.. IF it is other than a child you must file a missing persons report...
