The subconscious motive is that they want to look good for you, and react to your look by immediately primping without even thinking about it.
I do the same thing. Ever run your fingers through your hair when you're around a girl you like? I can't stop doing it, bet I look real dumb!

Body language. Means they are nervous (usually good).
Some other good signs:
-they cross their top leg towards you
-lots of little taps/physical contact when you talk in person
-maybe some extended eye contact if you're really comfortable with each other
