You can use the Users and Passwords function. Just set up a user in and don't give them rights to add programs. They have to log in with that user name for it to work properly.

Give all installation rights to the administrator and give everyone else a different ID. It is part of Windows XP

I don't know about any software but I do know if you put a password on your computer and also on all of your folders, and not have any other user accounts (See under Control Panel, User Accounts) then no one can do anything on your computer except you.

open guest account to other people and use a administrator acc. w/password locked urself... cuz guest acc can't download anything
