If you mean rank like what you said, then the answer is no, it is not. They are however the same PAY GRADE (E-8).
The insignias alone are different as a MSG has 3 chevrons and 3 ruckers while a 1SG has 3 shevrons, 3 ruckers and a "French lozenge" (diamond) in the middle. A 1SG has more responsibility and authority over a MSG.

In the Marine Corps, an E-8 can be a Master Sergeant or a First Sergeant. An E-9 can be a Sgt/Mjr or a Master Gunnery Sergeant. I understand that one follows an administative activity, and the other an operations activity. I believe that Master Sergeant and Sgt/Mgr. are administrative ranks and the others are operations.

Private, Private First Class, Corporal or Specialist 4 (E-4), Sgt or Spec 5 (E-5), Staff Sgt or Spec 6 (E-6), Sgt First Class or Spec 7 (E-7), Master Sgt or Spec 8 (E-8), 1st Sgt. (am not sure current grade),Sgt Major (E-9), Warrant Officers 1,2,3,4, 2nd Lt (0-1), 1st Lt (0-2), Captain (0-3), Major (0-4), Lt. Col. (0-5), Col (0-6) Brigadair General 1 Star (0-7), Maj Gen 2-Stars (0-8), Lt General 3-Stars (0-9), General 4-Stars (0-10), General of the Armies 5-Star (Unfilled since Douglas McArthur) I think there have been 5. There used to be a Spec-9 (E-9) but only 1 I believe! There may have been a change around the E-8 or E-9 Master Sgt, 1st Sgt, or Sgt Major grades or terminology. The Army in WWII had a Tech Sgt who had a T below their stripes! That is long gone! Lateral stripes on left sleeve was 1 for each 4 active, and parallel stripes on Right sleeve each represented 6 months in combat or War zone! Worn on dress uniform or Blues! Sorry, from the least to the highest Rank in the Army.

In the AF a 1st Sgt can be either a MSgt, SMSgt, or CMsgt.
The display the same rank the only diffrence is the 1st Sgts have a diamond on there stripes. The 1st Sgt is usually assigned to a Squadren and work for the commander. They are there to discipline Airman and get back on track when they mess up.

No, it depends on which branch of service you are dealing with, but I think there are Senior Master Sergeants, and I know there are Chief Master Sergeants.
