that would be against the privacy act...people have a right to keep their medical information private, and anyone that releases information without consent can go to jail, be sued and lose their jobs

Yes in some medical institution, but not everyone with A.I.D.S. is going to reveal such information, so in that case some of the victims are not recorded.

Not that I know of. It's a doctor patient confidentiality issue. But if you have contracted HIV - you can demand partners be tested by law. If any fail they will allow you search medical records to find out if they tested positive previous to knowing you. If so - they can serve a life sentence for attempted murder. But that really doesn't help you.
