china already has a huge issue with north koreans crossing the border and they are trying to control the situation. china has a huge population already, and they have plenty of people that they already need to try to take care of, it's very difficult for them to take in even more at this point. i'm sure the government feels overwhelmed b/c a lot of poverty issues already exist amongst the majority of it's own population.

It's not a matter of race but a matter of practicalities. N Korea has had a severe food shortage for several years now, and the Chinese are afraid of being overrun by refugees from that country.
Anyway, if they were racist, then that would make the Israelis, who built a fence to keep out the Palestinians racist and that would make the just approved 700 mile long fence the U.S. will build along the Mexican border racists.

China built the Fence because they know Kim Jong days are over soon, and China culturally not like America or Mexico were things done under the table, and its more to prevent a humanitarian crisis in China's eyes. A fence with North Korea is useless They will flood over anyways from the fallout of Kim Jun gs death

They don't want North Koreans flooding across the border for refuge. Just like most Americans don't want illegals coming here...only different nationality in this case.

They don't want illegals in their country but the N. Korea people have the right to work and feed their children also just like the Mexicans.
