Caligula was insane, nothing more. Certain of the Caesars were deified after death, other were not, none of them were considered by the Romans to be Gods during their lifetime. Such claims by Persian and Egyptian rulers were cited by the Romans as proof of their foreign decadence and weakness.

While the general population didn't view them as such, most of the Ceasars considered themselves Gods. It must be remembered that history portrays most of the Ceasers as being madmen (all that power went to their heads,literally!). Also, don't forget that the Pharoahs didn't just consider themselves as gods, but, as GOD incarnate--in other words, they were diety living on earth in a human body! I believe it was Augustus Caesar that was first deified and after that all Caesars were considered living deities; especially if they were related to Augustus Caesar.
