Here is a link about getting started in falconry:

If you are going to be hunting with your falcon, you also need a hunting license, but this is what I found about the specific requirements in New Jersey:

Falconry
No person shall use a raptor for hunting without a falconry permit and a valid hunting license. No person under 14 years of age may hunt by means of a raptor. Hunting migratory birds with raptors on Sunday is prohibited.
Falconry permits will be issued only to persons who pass a comprehensive examination and who can provide proper facilities for housing a raptor.
Beginning falconers must be sponsored by an experienced falconer.
No person shall possess a firearm while hunting with raptors.
SEE ALSO: Smallgame - Falconry regulations (species specific).
For additional information, write to Fish and Wildlife of Fish, Game and Wildlife or call 908-735-8793.
I hope this helps.

Most places you have to study for years under a licenced mentor. But contact a wildlife center, or Fish and Game Department. They can tell you.
Consider volunteering at a zoo or wildlife rehabilitation center. You will learn lots about the realities of caging wildlife, and meet some valueable contacts.
Good Luck.

I don't know specifically, but if you are under 18 you are not legally able to enter into a binding contract - so my guess would be 18 (You might be able to get one under your parents if they are willing to support you in this) But do take the time to find out - there may be different rules.

Best of luck - birds of prey are COOL!
