Okay, I have liked this guy who used to sit next to me in P.E. last year. He knows I liked him, and still do! I used to flirt with him all the time, and I still sort of do, he lives down the street from me and rides my bus. He is very CUTE and I am totally obsessed. All of my friends can't give me good answers to my problem! Help!

If you haven't I don't think you should tell him you like him just yet.

Absolutely, you sound like you like him heaps, and there's nothing wrong with that at all.
One of the worst things that could happen is that you don't tell him, and he ends up with someone else. And then you may never know if something could have worked out between the two of you.
There is nothing worse than a missed opportunity.
