I need to find out which boards a person who is more financially established, and who cares about quality would buy, and which boards you might buy if you are a beginner and want a cheap board.

once you are paying full price for a board (nowadays 500-600 clams) the "highest quality" question becomes very subjective. for a beginner who wants a cheap board, you should pay 100 for a used one at a garage sale. for a person who is more advanced... well that person doesn't need my advice, do they?
