During. People often want to see the child's reactions to their gifts. To be honest, I've never heard of it being done after the party, just during. The opening of the presents is usually considered to be a major event of the party.

Depending on when the party is being held and who is invited.
Generally I'd have the child open gifts at the party after dessert
and games. If it was gifts I had given or a relative I'd have my
chid open those before the party or after the guests left. If I
could not host a party where I could not feel comfortable with
all the guests I would try to have a party that did not include gifts
and one outside the home. I also have heard of toys that go to a
charity. You might explain ahead of time and gifts should
not be wrapped . If it is explained in the right way I have seen
children just as happy about knowing their gift would make
some other child happy .

Presents should be opened during the party, because those in attendance will wish to see your child's reactions to the gifts. If your child is very young and there will be many other children their age, you might schedule it more toward the end of the party, so that new items aren't accidentally torn up by too many small hands grabbing for them at once. But it should definitely be a part of the event so that everyone can enjoy seeing reactions to what was purchased, and your child can thank people as the gifts are opened.

During definatly. Usally after games but before cake, is a good time to do presents. That way you're not having to worry about controlling a bunch of sugared up kids to sit still while the birthday boy or girl is opening presents. Have fun and enjoy the look of surprise on your childs face as they open their gifts.

In Canada we do it during the party. A typical party will go something like this: Guests get there, games begin. Food (including cake and ice cream). Opening presents after eating ensures that the children have time to let the food settle before more excitement occurs. That also gives children more to do. Just make sure they birthday child thanks everyone adequately.

During - it's polite to be able to thank the givers in person, as well as thank you cards after. Kids find it fun to see what others gave, too. But make sure you have a talk with your child ahead of time - in case someone gives him or her something they already have - so they don't blurt something out, just say thank you. Same if the gift is something they may not necessarily like. It's good for the child to learn etiquette.

DURING THE PARTY -- half the fun for the other kids at the party is seeing how much their friend likes what they got for the birthday child!

during the party and just before everyone goes home. That way the kids are excited by the birthday kid's reaction and they get their own small gift in the goodie bag as they are on their way out the door

well people usually like to see the childs reaction to their gifts but it is entirely up to the party giver....I would find it strange to wait until everybody left but it could also be a good thing if some gifts are not as expensive as others ...but i still say open them during the party that would be the normal thing to do.
